Rainbow Diagnostic Services was founded by Jeri K. Millard in 1997 in Aiea, Hawaii in order to provide parents with the opportunity to receive a comprehensive, convenient, affordable, independent psycho-educational evaluation.  RDS continues to serve the people of Hawaii, the Marshall Islands, and surrounding areas.  The practice expanded to the mainland in 2000, with the primary office currently located in Ponte Vedra Beach, Florida.  In this location, RDS is serving children and adults in

St. John's, Duval, Clay, Baker, and Nassau counties.

 

Jeri K. Millard completed her Bachelor of Science degree in 1978 at Texas A & M University Kingsville, with dual certifications in Elementary Education and Speech & Hearing Therapy.  In 1985, while working as a Speech Therapist, she completed her Master of Science degree at

Texas A & M University Corpus Christi, with certifications in Language/Learning Disabilities and Educational Diagnostics. 

Mrs. Millard has worked in the field of Special Education in various capacities since 1979, serving children and adults with a variety of special needs, which include Gifted & Talented, as well as disabilities such as Autism, Autism Spectrum Disorders, Sensory Integration Disorders, Learning Disabilities, Dyslexia, Dysgraphia, Dyscalculia, Attention Deficit Hyperactivity Disorder (ADD/ADHD), Developmentally Delayed, Mentally Handicapped, Speech/Language Disorders, and Emotionally Handicapped.

   
 

Her passion is to improve the quality and delivery of services to children and their families by providing a personal touch.  Mrs. Millard's philosophy is that "every child deserves the same treatment and compassion that I would give my own children."  She is committed to listening to families and their concerns, as well as remaining respectful of their personal, cultural, religious, and spiritual beliefs.  Mrs. Millard strongly believes that parents are an integral part of the assessment process.  After all, who knows the child better than the parents?  When considering recommendations for each client, her focus is always, "What setting, accommodations, teaching strategies, and services are appropriate for this child?  What would I want for this child if he/she was my own?"  She also believes that being honest with parents about their children's abilities is of utmost importance and results in parents becoming knowledgeable advocates for not only their own children, but others with similar needs.

   
 

Mrs. Millard is an active member in her community and several professional organizations.  She has been a motivational speaker through her affiliation with the American Cancer Society and is involved in the organization of the "Making Strides Against Breast Cancer" walk each year.  Mrs. Millard is currently serving on the Board of Directors for "US- A Women & Girls' Health Initiative" in affiliation with the Brooks College of Health at the University of North Florida.  She is also serving on the American Cancer Society board at the beaches, is a member of the Council for Exceptional Children, the International Dyslexia Association, and the Learning Disabilities Association of America.  Mrs. Millard was involved in field testing for the re-norming of the Gray Oral Reading Test-Fourth Edition (2001) and the Vineland Adaptive Behavior Scales-Second Edition (2005).

   
 

Kathleen Lever has worked with Rainbow Diagnostic Services in the Florida office since 2004.  Ms. Lever is a certified and licensed School Psychologist in the State of Florida.  She obtained her Bachelor of Science degree in Psychology from the University of Florida in 1995 and her Master of Science and Education Specialist degrees in Counseling and Human Systems in 1999 from Florida State University.

Ms. Lever worked as a Preschool teacher prior to and while obtaining her Bachelor's degree.  She completed her internship in School Psychology in Alachua County, Florida.  After graduating from Florida State University, Ms. Lever worked for the Baker County School system in Florida.  She is currently employed by Duval County Schools as a School Psychologist, in addition to working privately for Rainbow Diagnostic Services.

Ms. Lever brings not only knowledge and expertise to the Florida team, but shares the same commitment to the quality of services for the families we serve.   She is always available to families to discuss their behavioral and educational concerns.  RDS is fortunate to have Kathleen as a member of the Florida team.

   
 

Kim Kozuki received her Bachelor of Arts in Psychology from University of British Columbia in 1993 and an additional Diploma in Education-Guidance Counseling in 1998.  While working as a Graduate Research Assistant and Psychometrist, she attained her M. Ed. degree in School Psychology from the University of British Columbia in 2001. 

Mrs. Kozuki worked as an English teacher in Yokohama, Japan for one year and returned to Canada to complete her School Psychology Internship.  She is currently employed full-time as a School Psychologist for the Hawaii Department of Education and works part-time for RDS. 

Mrs. Kozuki's professional interests include detection of children at risk for reading failure, language development, cognitive impairments, English as a Second Language, attentional difficulties, and autism spectrum disorder.  She has appeared as a Guest Lecturer to the Department of Education at the University of British Columbia to discuss "living with autism in the family."  Having a sibling with autism has provided her with profound insightfulness that is very beneficial to not only her colleagues, but also the families which she serves. 

RDS is proud to have Mrs. Kozuki as part of the Hawaii team.  Her professionalism, knowledge, and family counseling skills have been an added blessing to our organization.

   
 

Natascha K. Berinobis is the newest member of the Hawaii team, joining us in 2008.  After receiving her Bachelor of Arts degree in Psychology from Hawaii Pacific University (2003), Ms. Berinobis went on to attain a Master of Science in Counseling Psychology from Chaminade University (2005).  She has also completed two terms of coursework toward her Doctorate degree in School Psychology through Argosy University. 

Ms. Berinobis comes to us with a wide range of experience, ranging from Summer Recreation Director for the Honolulu Department of Parks & Recreation and Skills Trainer for the Institute For Family Enrichment, to her current positions as Behavioral Health Specialist for the Hawaii Department of Education and Asst. Softball Coach for Castle High School.

As someone who is "local" to Hawaii, Ms. Berinobis brings a wealth of knowledge about the Hawaiian population and helps all members of the team remain sensitive to the unique needs of the diversity of cultures served throughout the islands.  RDS is thrilled to have Ms. Berinobis join our team in Hawaii.
